My question would be:  I was at a roping the other day and saw a heeler tied on, but it was not tied to his saddle horn it was through the gullet of the saddle and over the horn. Does this really matter?

Tom,

Yes, this is legal. Personally I have seen only a few heelers do this. I believe this is a very unsafe way to tie on. Most wrecks I have seen usually involve heelers that are tied on.

The last two sentence in the USTRC Rule Book Section 8 Rule 8.4 Read:
USTRC encourages tie on ropers to use a quick release for tied on ropes.
USTRC reserves the right to grant special tie on permission.
            There are some very functional quick release systems on the market, and should be used.
I have personally cut ropes that were dragging on the ground. This occurred when the roper was leading their horse, and another horse stepped into the dragging loop and come tight around their feet. This could have easily been a child or another roper that stepped into the loop. I firmly believe that heelers should not tie on till it is their turn to enter the box to compete. This is a safety issue. Heelers need to use extreme caution when tied on...
