A header figures 8’s the horns, but it comes clean when the heeler catches and the steer is stretched without excessive force and is clean when the horses face up. Should this be a legal time? {When I Flag I would have given them a time}. This question is coming up after a High School Rodeo where a figure 8 was on the horns in a picture, but this was during the run, I don’t think I have ever seen a photo of the head catch after the Flag was dropped. I really guess the question would be; is it legal when a figure 8 comes clean during the run before the horses face up.

Yes this should be a legal run with a time.
A Flagger should not flag out a team until the run is over. When the Header and the Heeler are faced without excess force, and the flag is dropped; the Flagger should inspect for the 3 legal head catches. If there is an illegal head catch the team should be flagged out, but not till the run is over.
In the case of a Flagger, flagging out a team with a bad head catch, before the run is over and the team is still competing on that particular steer, and the illegal head catch comes legal, then the team will not have a recorded time with the time keeper. Then the flagger is obligated to give that team a rerun. If the team had a barrier penalty, they have to take that penalty plus start their rerun “Lap & Tap”. Hope this answers your question Joe.
