I was at a USTRC Roping where the header called for their steer, but the heeler was not in the heel box. The header chased, caught, and turned the steer. The heeler then entered the arena from behind the box, and roped the steer by a leg. The Flagger then proceeded to flag them out. Is this the call you would have made?

Yes, this is a good call. When the Header calls for the steer to start the run, The Header and Heeler must both be in their designated boxes.

Note: There are some arenas where both the Header and the Heeler come from the same box.

In this situation the Heeler was not in the playing field (arena) which was their particular box. This is no different then the Header roping the steer and leaving the arena with the steer in tow. This is a no-time.

This is why the header must always check with their Heeler before calling for the steer. If the Flagger allows a Heeler to come from behind the box; this is the wrong call.

If the Header or Heeler leave any part of the arena and come back into the Playing Field, this would be considered a no-time. I have seen it flagged both ways. However, this is my opinion on this particular question.
